KCYL BASKETBALL INVITATIONAL

TOURNAMENT 2009

 

These are the general rules and regulations of the KCYL Basketball Invitational but the committee has the right to change or adjust any rule they find necessary.

                                                                                         

Player Eligibility

v  All players must at least be in high school or up.

v  To be eligible to play for a team, the players on that team must have a minimum of one year’s attendance and registered membership to their respective church. 

v  If a player has membership to more than one church or congregation then the church that the player chooses to play with at the KCYL Basketball Invitational will become the player’s church in the KBI committees view for the tournament and future tournaments.

v  In order to be eligible to participate in the KCYL Basketball Invitational, players must be registered with their respective team on the final roster.

v  The committee may ask any player to prove they are members of their church or congregation at any point and if our committee feels that there is not enough information to prove a player belongs to a church or congregation then we are allowed to refuse those players eligibility to play. 

v   If the eligibility of a player comes into question, it must be protested prior to the start of the game before it affects the outcome of any game and that player’s status.

v  However if the situation arises where the eligibility of a player comes into question during a game, the KBI committee thus has the power to halt/postpone the game to review and make a final decision on that player’s status. If a protest is made at this time, it will not have an effect on any parts of the game/tournament already played unless stated otherwise by the committee. If the protest/contest is proven valid to the tournament committee, player in question will not be allowed to participate in the tournament any further. Proof of fraud ineligible players may result in automatic disqualification of a player/team without reimbursement of registration cost. Committee reserves the right to make a final decision in such matters.

v  If a church/congregation were to split after the Initial KBI tournament then the players/team have the choice to stay as the original team that had participated in at least one KBI tournament. If players/team chooses to play as their original team at the KCYL Basketball Invitational than the church/team they choose to play with will become the players church in the KBI committees view for the tournament and future tournaments. Though once the KBI tournament feels as if a church split is complete than the tournament committee has the right to dissolve the unified team.

 

Team Eligibility

v  Only One team is allowed to represent each church

v  The KCYL Basketball Invitational Tournament Committee has the right to make final decision on the eligibility of a team

 

General Tournament Rules

v  Each team must assign 1-2 captains responsible for their team’s representation at KBI.

v  Waiver and Registration forms must be filled out prior to the tournament and handed in to the tournament committee in order to be deemed eligible to play.

v   Maximum of 15 players on each team roster.

v  Each captain is responsible for understanding all the rules and regulations entirely and informing their teammates of such rules and regulations.

v  Each team is responsible for wearing the allocated uniforms during each and every game. A one shot technical will be assessed for each team member that does not wear their uniform even if they are on the bench per game.

v  Punishment for any physical confrontation or altercation on and off the court, by two or more players during a game will be determined by the officials and committee including a possible ejection from the game. Punishment for any physical confrontation can include possible suspension from the entire tournament as determined by the tournament committee and officials. In the case of a player leaving his respective bench during an altercation, it will result in an automatic ejection from the game and could result in suspension from the tournament will be determined by the tournament committee. Lastly, teams may also be ejected from the whole tournament for any altercations as determined by the committee. No reimbursements will be made.

v  A team must be at the court within 5 minutes of the scheduled time otherwise will be forced to forfeit. Teams must have a minimum of four players at the start of the game and will have to forfeit players who aren’t present within the first five minutes of the game but will be able to play in future games that day.

v  Besides the team players, only two other members may be on the bench with the team during a game. For any such infraction to this rule, the officials can assess a technical foul. At registration these two individuals must be identified so no confusion is created later on. These additional individuals must pay the entry fee!

v  Any Alcoholic beverages, illegal substances or weapons found on any player or spectator will result in the disqualification of the team or an ejection from the tournament facilities in the case of a spectator. The tournament committee will immediately notify local law enforcement agencies as well as the Priest/Pastor of the respective parish about the findings. All contraband will be confiscated!

v  All decisions made by tournament officials and committee are final.

 

 

Official Tournament Schedule will be posted in the Gymnasium.

 

Game Rules

NCAA Rules will apply

v  NCAA rules shall govern all play except as determined by the officials/Tournament committee.

v  There will be no use of Shot clocks in this tournament

v  The officials will advise each team’s captain of any particular rules that may be required due to certain circumstances within the facility prior to each game. These rules will only be given on a game to game basis due to various circumstances in a given day.

v  If an injury is to occur and play is interrupted, (or the loss of a contact lens) the referee may at his will stop the clock. In such an event, a time-out will be assessed to the team responsible for the delay in play. Officials may also call time if needed!

v  In the event of a tie at the end of the second half, an overtime period of two minutes shall be played. In the event of another tie, second and third overtimes maybe played if necessary to break the tie.

v  In the event of a shortage in players, a team shall be allowed to play a game with four players if a fifth is not available. However, if a team has less than four players available, they can’t precede play nor are they allowed to pick up an extra player from another team for they were not on the original roster.

v   A player will be disqualified upon committing his sixth foul of any type (including technical fouls), or his second technical foul. Any flagrant, unsportsmanlike foul shall result in two free throws for the opposite team, and loss of possession. A second flagrant foul by the same player will result in automatic ejection from that game, two free throws for the opposite team and a loss of possession.

v   Ten seconds is the maximum amount of time for a free throw.

v   Three Second Violations will be used if the offensive player has both feet in the paint for three seconds.

v   In the event of a seventh team-foul in a half, a one-and-one situation for the opposing team player that was fouled is put into effect.

v   In the event of a tenth team foul and every foul after that in a half will result in a two shot situation for the opposing team player that was fouled.

v   If a team player that is fouled is not able to shoot the ensuing foul shots, any of his teammates may shoot them in his place and the injured player may not come back for that half.

v   Any shot made behind the three-point arch results in three points for that player’s team. In the event a player is fouled in the act of shooting a three-pointer then that player is given the opportunity in converting three foul shots only if the shot was missed. If the player were to have made the attempted three point shot, they are only given one extra foul shot.

v   If a player on offense is fouled while shooting the basketball and is in front of the three point arc he is given two foul shots. If he was fouled while taking the two pointer and converts on the shot, he is awarded only one foul shot.

v  Substitutions may be made following a whistle by a referee.

v  In the final 2 minutes the ball can be advanced following a timeout call after an inbound.

v   The game ball must be inbounded within 5 seconds after received from the referees.

v  The officials have authority and control over all aspects of the game, as defined by the NCAA Rules. Officials' decisions are final, even if made in error, and cannot be contested.

v  All decisions made by tournament committee are final.

 

Game Format

v  Season: Teams will be placed in a four team bracket. Every team in each bracket will play each other; thus each team is guaranteed 3 games. Brackets will be determined at random.  The top 2 teams from each bracket will advance to the playoffs and reseeding will occur by record and point differential. If a tie in record occurs in the season, point differential determines what teams advance and a tie will not occur in any game. If two teams are tied after the point differential, total points scored per team in their respective games will be used. Total points allowed per team in their respective games will also be used if necessary. Then the head to head match-up between the two teams is looked at to determine the advancing team

 

v  Each game in the season will have 10 minute halves and a running clock until the last 2 minutes of the second half and with 1 full time out and 1 20 sec timeout allowed in each half and if an overtime is needed in the season it will be 2 minutes and each team is allowed one 20 second time out.

 

v  Quarter Finals: Two 10 minute halves, where clocks will be running with the exception of the last 2 minutes of the second half. Half time will be 2 minutes. Each team is permitted 1 full time out and 1 twenty second time out per half.

 

v  Semi-Finals: Two 12 minute halves, where clocks will be running with the exception of the last 2 minutes of the second half. Half time will be 5 minutes. Each team is permitted to take 1 full time out and 2 twenty second time outs per half.

 

v  Finals: Two 14 minute halves, where clocks will be running with the exception of the last 2 minutes of the second half. During the last 2 minutes of the second half, the clock will stop at each whistle. Half-time will be 5 minutes. Each team is permitted to take 1 full time out and 2 twenty second time outs per half.

 

v  Playoffs Overtime: Overtime is 2 minutes. Each team is permitted to take 1 full time out per overtime period.

Officials have the discretion to stop the game clock at any time.  Teams will be assessed a technical foul (1 shot and loss of possession) if an illegal time out is called.  Time outs not used do not carry over to the next half or overtime.

These rules can be adjusted so please check them occasionally

Behavior and Conduct

v  If you violate the aforementioned conduct rules a technical foul will be given.

v  If a player receives a technical foul, this will also be counted as a personal foul for that player in that particular game. However, if the same player who received this technical foul is to commit yet another technical foul in any of the remaining games throughout the entire tournament, that player will be ejected from the tournament!

v   Examples of a technical foul are… (This list is not all inclusive); Taunting players, cursing (at referees, players, team personal, spectators), Calling timeouts when all have been used, Hanging on the rim except when trying to stay clear of injury, having an excess of 5 players on the court at one time, a second delay of game violation.) Referees are allowed to give technical fouls for other reasons then the ones listed above.

v   If any of a team’s personnel (player, coach, bench, etc.) receive a technical foul, the opposing teams will be awarded a single free throw per technical.

v   If a player receives two technical fouls, this will result in an automatic ejection from the entire tournament.

v   Flagrant fouls are considered fouls that have the intention of malice or harm towards the opposition. 

v   Two flagrant fouls given in one game will also be assessed as an ejection.

v  A flagrant foul by a single player will also be assessed as a personal foul. You will be awarded one foul shot and the ball back as well.

v   If by any chance a player(s) or team personnel(s) act inappropriately, the player(s) may be disqualified from further participation in the tournament.

v   If medical staff does not give clearance to an injured player to play then the Officials will not allow that player to play.

 

v   Game time decision made by the referees and officials are final

v  All decisions made by tournament committee are final.
